自己解決しました。実際にデバイスを使用している時間しかカウントしないものがあるのですね。失礼しました。
NVM-Express-1_2a.pdfにも91ページに書いてありますね。
Power On Hours: Contains the number of power-on hours. This may not include time that the controller was powered and in a non-operational power state.
